Ah, well you might want to look some more in Tyr.  There are some areas there that it's easy to overlook the first time there as they're kinda-somewhat hidden in the background.

From the list of places you told us, you've already been to the right place for the piece, but as I said, you need to walk right up to it with the necklace on for it to register.  I think that might be your problem.  I'm avoiding saying which one because you just want hints, but come back if you're totally stuck and need me to just tell you

Just knock Japsworth around a bit.  No need to give him anything.  Depending on your class, it might be possible to scare the shit out of him, too.


As for the "fertile lands" piece.  You need to go underground in a specific area.  This one is kind of a classic trope from old Sierra games.
