Bug? you can buy the map before finding the theives guild

So this is a time trigger i guess. I didnt find the thieves guild on the 2nd day. I found it on the third. But i noticed the map dialouge option on that guy before i actually made it to the guild. Didn't actually try to buy it though at that point.

He'll sell it to any class after Day 3.  It's just a fail-safe in case players don't pursue the class-specific sidequests, so they can still get the fast travel map.
