Greatest villains in gaming history

Earlier I did a topic on the best games that let you play as evil.

Well, most games have you play as the hero but regardless, which games do you think have the best villains of all time?

I gotta go with Lunar 1 and 2.  I'm tempted to post the video for Lunar 1 showing what happens when you first truly meet the main villain, as it's one of the most memorable scenes in videogame history, but it's a massive spoiler and it's one of my favorite games of all time so I'd rather not.

You can emulate it on the Sega CD which is actually a far superior option to the Playstation 1 game. (Which included lots of censorship, needless rewrites and was generally an inferior game.  For instance, instead of killing someone the main villain traps them inside a magic bottle- lame!)

Early on you get a look into Luca's character- and it's pretty horrifying.  Believe it or not, but this isn't even close to the worst thing he does in the game!  You find out later that he saw his mom get raped by soldiers from the country he's now invading when he was a child, an incident that apparently twisted him and is why he's so sadistic and depraved to those he conquers.

And, of course, AM is THE most evil of them all...  Makes Glados look like a Care Bear.
