Did I discover a new bug?

I've noticed that if you use the grappling hook on the Tyr Balcony that your Climbing and Thieving skill both increase, even as a non-Rogue.

I assume if I got enough Thieving I'd be able to Pickpocket certain people, like the QFG Hero at the sea bar.

Anyway, is this deliberate or just an oversight?

Also, the graveyard keeper doesn't react when you vandalize the statue in front of him.

I don't know, it just seems like he should say or do something, even if Roehm does look a little scary.
